　　2009年1月14日，陕西清涧县高杰村村民们焦急地进行着第五次村委会主任的选举。最终经过461名 选民的投票，有450名村民将票投给了刚刚从西安归来的大二学生白一彤。然而，一个年仅19岁的村主任究竟 能够给贫困已久的高杰村带来什么新的变化？上任一个月之后，白一彤向所有人交出了她的初试答卷 。□记者吴萍

　　白一彤，又名白婀娜，1989年12月16日出生在高杰村，半岁时随父母迁居陕西清涧县城，此后在清涧 县城读完小学，在榆林读完初中，又到西安完成高中学业。2007年考入安康学院中文系专科班。

　　村主任的一天

　　白一彤准时来到她的村委会主任办公室，用办公室里的录音机开始放音乐，召集村民开会，宣布一天的工作安 排。

　　感触 名人效应 帮不上忙

　　记者：当选一个月最大的感触是什么？

　　白一彤：很累，非常累。现在有很多人都问过我同样的问题，你答应村民的事情兑现了多少？什么时候能够全 部兑现？其实我觉得这些东西都不是说出来的，我只想一步一步地做事情。

　　记者：其实你还需要很长时间来兑现当初的承诺？

　　白一彤：是的，煤已经发了，娱乐活动也搞了，我们开了运动会。现在路正在修，我们预计要环村修30多公 里的路，现在已经修了2.3公里,michaels jordan shoes，每天工程都在按照计划进行。

　　记者：现在你也算有了名气，是否会利用自己的名人效应寻求更多帮助？

　　白一彤：其实这个并不是很容易，前几天我还收到一封邮件，那个人主动提出要帮助我，我就问他能不能在我 们这边开一个养猪场，他就问我们的交通条件便不便利，我说还没有路。他就说投资的事情要以后商量了。村里有 路的话，才有可能招商引资，现在这样根本没有人愿意来。

　　记者：除了修路，你还进行了哪些基础设施建设？

　　白一彤：除了修路就是维修水利，我们找了一些村里的专家，然后对大家的排水管道进行了维修 。

　　打算 扩大发展 自学课程

　　记者：你曾经说一个月的工作其实并不顺利，为什么这么说呢？

　　白一彤：因为现在还有很多人不支持我，虽然现在村民们都支持我，但是还有很多人对我既不信任，也不支持 ，甚至还想要跟我对着干。不过我想慢慢会好起来的。

　　记者：村里还在实行军事化管理吗？

　　白一彤：其实并没有报道说的那么恐怖啦！我不是说要对村民进行军事化管理，而是说借用那种管理形式，全 村按地域分片，分成3个营，9个连，每个连再分几个班，层层负责。我指挥营长，营长指挥连长，这样有什么事 情很快就吩咐下去了。我从来没有说要带着村民进行什么军训之类的，只是这样能更好地分配任务而 已。

　　记者：下一步有什么打算？

　　白一彤：下一步我打算引进一些畜牧方面的技术，然后再开辟两块实验基地，看看除了枣树之外，我们这里还 能种些什么树，因为我想要多方面发展。

　　记者：目前你打算怎么处理学业和工作的关系？

　　白一彤：基本上就是靠我自学了，等我忙完了手头上的事情，就到学校去办手续。最好的办法就是我平时自学 ，考试的时候再到学校去。

　　家族力量推波助澜？

　　在白一彤当选村委会主任之后，很多人用“女奥巴马”来称呼她。究竟是什么原因，让一个还在学校里就读的 大二学生前来参选村主任，最后又顺利当选呢？

　　白一彤表示，她其实不到一岁时就离开高杰村落户县城了，因为父亲的一个电话，让她萌生了竞选的念头。而 白一彤家的长辈在高杰村挣下的好名声，更成了她最后顺利当选的关键。在白一彤迅速走红之后，白家一门的身份 也随之曝光。据媒体报道，白一彤的爷爷曾做过清涧县农业局副局长，白一彤父亲白延林目前在西安某杂志社任职 ，她的二伯白延平是陕西新恒安集团董事长，其企业主要是以加工红枣为主，高杰村是工厂原材料加工的主要来源 。因此不少人都认为，白一彤能够当选，除了自身具备的条件，她背后的家族势力也非常重要。

　　当选引发三大争议

　　成为高杰村有史以来最年轻的村主任，白一彤的当选经由媒体报道，也迅速引发了外界的争议。

　　是否具备参选资格？

　　白一彤目前只有19岁，仍是陕西安康学院二年级的一名在读学生。她是否具备村主任的参选资格呢？在《中 华人民共和国村民委员会组织法》中，对村委会主任并没有做出非常详细的年龄和学历要求，只要有选举权的村民 的过半数投票，选举就被认定有效。而在高杰村村委会主任的竞选中，白一彤获得了461位村民当中的450票 ，并且本次选举也经过了上级省市领导的认可。

　　是否有能力担任村主任？

　　目前白一彤上任已经一段时间了，但这仅仅是个开始，白一彤村委会主任的任期长达三年，她作为一个大二学 生是否有能力管理好一个村呢？

　　对此，一位网友认为，大学生有知识，见过世面，更主要的是思想单纯杂念少，如有人在一旁帮扶，是可以干 好的。但是相反的意见则认为，就连一个有工作经验的干部也未必能够管理好整个村子，而白一彤连学业都没有完 成，并不具备担任村主任的能力。

　　是否曾经贿选？

　　白一彤在竞选村委会主任时曾经表示，她要在几年内带领父老乡亲做好10件大事，包括建一个综合服务大楼 、一所新型合作医疗所、修建一条环山公路、打深井解决群众吃水难问题。发展红枣加工业，建设红枣加工厂，解 决枣农秋季多雨形成烂枣受损的问题。而其中，一条名为“春节前每户发放1000斤煤，让父老乡亲度过200 8年寒冷的冬天”的承诺却引起了轩然大波。很多人认为正是这条承诺，让高杰村的村民毫不犹豫地将票投给了白 一彤。

　　在投票之前，白一彤已经向全村的200多户村民发放了承诺的1000斤煤，但是她的这种行为，也立刻被 外界质疑为“贿选”。白一彤的父亲白延林对此解释为，“这样做是解决群众的迫切需要”，因为每年村里的冬季 取暖问题是个大问题，很多人烧不上煤。至于煤的来源，白一彤解释说那是她父亲到榆林18家煤矿争取来的捐助 。
