Default Roadmap’ll resolve power sector crisis – PHCN ma

无标题文档
Plagued by old and obsolete equipments, the Power Holding Company of Nigeria (PHCN) has been highly constrained in performing its function of ensuring uninterrupted power supply to consumers.
But all these negative trends will soon change for the better, acpower cording to the Business Manager for PHCN, Lagos Island, Mr Olufemi David Adewumi.
Adewumi, who anchored his confidence of good fortunes for the power industry on the ‘Roadmap’ launched by President Goodluck Jonathan last year, said the reform programme offers a clear cut vision of how to resolve the crisis in the industry.
“The Federal Government has taken the bull by the horn by bringing up a roadmap that will usher in new investors and new thinking about the electricity industries,” said Adewumi. “That we now have a map shows that we know where we are going,” he added.
In this interview, Adewumi, with a Bachelor of Electrical Engineering degree from the University of Ilorin in 1986, joined the Power Holding Company of Nigeria in 1988 as a pupil engineer, and has worked in various states of the federation, decried the acts of vandals and those who breach the right of way of the firm by erecting structures such as houses on top of cables and other underground facilities of the company in Lagos Island, noting that their acts are of grave consequences to the operations of PHCN.
Excerpts:
Reasons for power crisis
There is no doubt that the power supply situation in the entire country has been unstable and this has also applied to consumers in Lagos Island. Indeed, the power supply situation in the country still needs a lot of improvement in all areas of concern. There is need for improvement in generation, transmission and distribution. Various reasons account for the shortcomings in three different categories ranging from low gas to no gas supply to power the thermal plants, the vandalisation of pipelines carrying gas to the thermal plants, and the breaking down of generation machine due to ageing.
But let me speak specifically on the situation on Lagos Island. First, we have a situation where old and aged underground cables, especially 33Kv and 11Kv, are all over the place. This hampers work. But the most frustrating thing about this is that some customers have built houses on them, thereby making it impossible to get access to clear faults on them. And then we have anther area of great concern, which is the vandalisation of our equipment. I find this act of vandalisation very absurd. It has created a lot of damage to both the PHCN and the customer.
The poor power supply to consumers in Lagos Island was as a result of the low volume of power received from the generation end of the business. “Allocation of power to Lagos Island has suffered in the last few months and this is directly linked to the shortage of energy in the country,” Adewumi said. “While our maximum energy demand in Lagos Island is about 200megawatts, what we receive from the national grid is about 60megawatts,” he lamented.
Actions taken to improve the situation
There is no doubt that the problems are enormous and challenging, but we must face the reality together since we will not call anybody outside the country to solve the problems for us. I am sure that you will agree with me that there is no road without a bend. Those hiccups in the system are our bends and we have renewed our strength and from now on it is progress all the way.
First, the Federal Government has taken the bulls by the horn by bringing up a road map that will usher in new investors and new thinking about the electricity industries.
That we now have a map shows that we know where we are going. The road map means the industry will be deregulated to allow private sectors invest in the power generation and distribution aspects of the business,A1700电表, while the government will retain the transmission business, as well as regulate the industry.
For the Lagos Island, the management of PHCN has done a lot of jobs that has tremendously improved the system. Some of which includes, the supply and installation of various sizes of bulk transformers, the replacement of old and dangerous oil circuit breakers, and the reinforcement of distribution network through deconducting, relief substations and feeders and the replacement of switchgears.
However it is pertinent to know that some of these improvements can not happen overnight and the need to sustain such development can not be over emphasized. Since the journey of a 1,000 miles begins with a step, all steps already taken will lead us to the promise land.
Our scorecard for 2010
For the year ended 2010, PHCN Lagos Island Business District realised over N3.9 billion revenue. The amount however fell short of N300 million from the N4.2 billion target set for the unit for the outgoing year. But this shortfall could be linked to a debt of about N575 million owed the firm by customers in the period under review.
Total energy received was 397.3 million kilowatts hour (Kwh) while total energy billed was 364.5 million Kwh. So much was realized last year even with the constraints in infrastructure which had hampered the delivery of stable power supply to consumers.
The district had invested in several projects to improve power distribution to customers among them, the construction of 18 relief substations, upgrading and replacement of six transformers, construction of one 11kv line, replacement of four lost transformers, installation of 248 manual meters, and the installation of 455 prepaid meters.
The zonal management has just purchased and released the meters of those who paid for connection fee and for complaints of over billing, we have drastically reduced this over the years.
As part of our efforts to improve on system management which will eventually see the reduction in fault clearing and improve on our marketing activities, a Geographical Information System (GIS) has been introduced for both marketing and distribution activities in the district.
Since all our transformers, RMUs, poles, meters can be geo-refrenced, GIS has been introduced to solve some of these problems. We have also launched a SCADA scheme which will help to minimize our fault clearing response. It is a technical way of localizing fault and quickly responding to clearing the. I is also a form of information technology.
