The ‘plane to the train’ that goes to JFK and the PATH system that takes airport passengers into Newark are possible because the benefit of rail was already at the doorstep. Stewart does not have that benefit, and Zupan doubted, given the expense, the limited ability it would offer travelers and the shutting down of ARC (Access to the Region’s Core) make a rail link to Stewart something to be hoped for, but not to be expected any time in the foreseeable future.

As quickly as Stewart’s star shone brightly, the Crash of 2008, the skyrocketing cost of fuel and the cost of flying, caused its meteoric rise to crash with the rest of the country. Stewart is not alone, but is still making headway, while many of its regional counterparts across the country have not survived the financial earthquake.
If SAC members were disappointed to learn Stewart is not going to be the extensive hub many had hoped for or that its power was limited, the PANYNJ projects at least 3.5 million passengers a year will be traveling in and out of Stewart by 2030. Those passengers translate into economic dollars and more business for the region, said Zupan.

Stewart Airport Commission’s role
Ehler said three of the ten charters that have gone out to date have been full –and the PA is anticipating the charters to become more popular and to attract new ones as it continues to grow that part of its business.
Zupan gave kudos to the Port Authority for buying Stewart, saying it looked closer to New York City for land to build another airport, but finding 2,000 acres of unfettered land in the metro area was an impossible task. Stewart, however, was the closest the authority was able to come to finding suitable space, and it intends to use it to its fullest potential.

When the keys to Stewart International were handed over to the Port Authority of New York/New Jersey in October 2007, there were half a dozen airlines and nearly a million passengers utilizing the airport.
Rather, said Zupan, Stewart will grow by proxy, simply because the three metro airports will become unable to meet the demand of the growing number of passengers it expects to see in 20 years. “Right now, there are 106 million people using these three airports – LaGuardia to a lesser extent – but we expect to see passenger numbers grow at Kennedy and Newark become unsustainable within the next 20 years – and we’re already seeing extensive delays. They have the worst record for on-time performance in the country.”
Stewart will not be the major airport some have envisioned, Zupan said. But it certainly will play a key part in alleviating congestion at the metro airports, eventually building its stable of carriers,
tods, luring more cargo carriers and fixed-base operators to its more than 2,000 acres. But it will not, emphasized Zupan, become an equal to its bigger, competitive sisters to the south because those airports are often gateways to other destinations – many across the Atlantic and Pacific – and because those airports have direct public transportation connections.
Jeffrey Zupan, senior fellow from the Regional Plan Association, gave Stewart Airport Commission members a breakdown of where the Port Authority is going and when it will run out of room downstate. While the three airports are already notorious for delays, they will only worsen as air travel hits the 150 million mark, predicted to happen by 2030. That’s when he expects regional airports within the Port Authority’s 50-mile radius to start picking up more passengers.
Corrado told SAC members the commission’s creation was to act as the eyes and ears of the Department of Transportation. “Now that the Port Authority is the state’s tenant,” Corrado told the group, “we are very fortunate to have them and know its track record.” Essentially,

Ehler told representatives from the Stewart Airport Commission there is only a capital plan in place for the airport. “We have no master plan, per se, for Stewart,” said Ehler, “but we do work within our capital plan which is tweaked to meet the needs of the airport.” One of those “tweaks” occurred when Stewart started running its Stewart to Cancun charters and made upgrades to the terminal for Customs.
That’s where airports like Stewart and Long Island’s MacArthur Airport in Islip will start to play a much bigger role in air transport. Zupan said the Port Authority is looking to landfill some of the area in Jamaica Bay to enlarge Kennedy – an action Zupan hoped personally would not happen. “It is an amazing bird sanctuary that would be a real loss to the area if that came to pass.” Even that, he said, will not help alleviate congestion at Kennedy simply by virtue of the number of passengers utilizing it.
Businesses who build within the perimeter of the PANY/NJ property will qualify for payment in lieu of taxes programs if they are airport-related businesses. When SAC Chairman James Wright asked who determines what is “airport related and what isn’t,” New York State Dept. of Transportation attorney Marie Corrado told him it was the Port Authority’s decision, not SAC’s.
Stewart’s current future depends on enticing more cargo and building on its charter flights while continuing to work to bring more carriers offering more destinations for fliers. “The fact is,” said Zupan, “New York City is now the number one tourism destination, passing Disney World, so people are not going to fly into Stewart when they can fly into Newark or Kennedy.” They are also offering direct flights to foreign countries, something Stewart cannot do in the foreseeable future. But charter flights and adding a few more destinations to its roster will help boost the airport’s passenger numbers, expected to hit 400,000 in 2011.
