村民不满村官卖地处罚过轻 围攻镇 黑客盗qq:190546866

　　镇长调解冲突遇袭

　　一波未平，一波又起。2009年初,手机窃听器，因隆江镇“金贤综合开发项目”建设需要，蛟边村500多亩土地被纳入了征收规划中。

　　虽然卖地村官锒铛入狱,窃听器价格，但在部分蛟边村民看来，村里农田被卖掉了100多亩，最后只被认定二十几亩；他们还认为，卖地是村委会几 个干部共同所为，最后却只查处了张炳东，处罚过轻。



　　根据揭阳中院的《刑事裁决书》，这些过激行为包括：2009年9月7日，隆江镇政府工作人员和蛟边村村 干部张宋记前往蛟边村征地“难通户”做工作时，蛟边村村民张佛佑等几十名村民先后砸毁张宋记家门窗，随后又 围攻村委会，闯入村委会办公楼，砸毁村委会门窗、桌椅、电风扇等物品，部分村民将前来维持治安的警车车灯、 玻璃等砸坏；2010年5月27日，惠来县公安局经侦大队民警到蛟边村调查村民检举村干部非法倒卖土地使用 权情况，遭到带头上访及反对征地的村民围攻，抢走并撕毁调查笔录；2010年8月7日，隆江镇政府在蛟边村 征地范围内的界标被蛟边村村民拔掉，次日，镇政府在重立界标时，被闻讯前来的数十名村民阻止，村民和城监队 员发生冲突,手机监听器煜然好用，部分城监队员遭到殴打，随后，赶来调解的隆江镇镇长唐鹏、镇委委员吴苗安被村民用石块砸伤,监听器货到付款；2010年9月1日晚，公安机关实施行动，蛟边村村民张德辉等人用准备好的汽油瓶、雷管等进行抵抗，造成 部分抓捕人员受伤。

　　多村庄买卖提留地




　　得知村里土地要被征后，部分村民到省市上访，其中出现了一些过激行动。



　　“发现村干部卖地后，村民于2002年开始上访。”蛟边村民张志辉说，接到举报后，有关部门进行了查处 。2006年9月，隆江镇纪委调查认定，时任蛟边村党支部书记、村委会主任张炳东在1999到2005年间 未经批准,手机窃听器设备供应商，擅自将16亩土地卖给村民作宅基地，决定给予其党内严重警告处分；2010年，惠来县公安局、国土局查实 张炳东擅自卖出村集体土地25.9亩，张随后被移送司法机关，并被判处有期徒刑3年。
　　官民之间缺乏信任


　　由于不满村官卖地等问题，部分蛟边村民在上访过程中采取围攻镇政府、殴打公务人员、围砸村委会等过激行 动。2010年9月1日晚，公安机关出动警力在蛟边村将村民张佛佑、张水明等10余人抓获；两天后，逃往广 州的张德辉、张佳辉、张世锋等人也被抓获。2011年4月25日，揭阳市中级人民法院作出终审判决，以“聚 众扰乱治安、故意毁坏财物和妨碍公务”等罪，分别判处蛟边村民张德辉等13人(7男6女)9年至6个月不等 的有期徒刑。
